Germany supports the New York Joint Statement on the Security and Resilience of Undersea Cables in a Globally Digitalized World. This Statement was presented by the United States at the UN General Assembly on 25 September 2024 and is endorsed by the EU, along with the other G7 Member States.

The Joint Statement sets out nine principles for undersea cable infrastructure to improve security, reliability, interoperability, sustainability and resilience for the development, repair and maintenance of these cables.

These objectives are to be achieved in particular through the following measures:

  • design, build and maintain cables with security aspects and cybersecurity best practices in mind;
  • improve cooperation to encourage lower-risk operator choices in new expansion projects, protect undersea cables and predict risks;
  • improve cooperation between government and industry;
  • improve coordination in spatial and route planning;
  • share best practices on licensing and regulatory requirements;
  • encourage operators to have transparent corporate and group structures,
  • carry out regular risk assessments taking into account technical and non-technical factors, such as undue third-country interference with suppliers and service providers;
  • implement data protection measures;
  • ensure compliance with applicable national and international laws and best practices, in particular on risk assessment and risk management.

All G7 countries have confirmed their support for this Statement.
